It's sounds like an enemy of the Teenage Mutant Ninja Turtles but it is our very own Chicky who is The Shrugger. When he wishes to show his displeasure, disapproval or just wants to say "no", he shrugs his shoulders furiously, usually accompanying it with this high pitched "no".
Then there is the "yes". "Esss" he says in an even higher pitched voice. So very cute.
Honestly, if the kid wasn't so damn cute I think we'd drown him.
